ULASAN | Merujuk kepada tulisan Datuk Dr Freezailah Che Yeom, (bekas Pengerusi Majlis Persijilan Kayu Malaysia) yang disiarkan di portal dalam talian New Strait Times pada 20 September 2019, saya tertarik untuk mengulas apa yang ditulis beliau.

Pertama, beliau bukanlah individu atau pihak yang berautoriti yang boleh mengeluarkan kenyataan berhubung pengurusan hutan di negara ini termasuk kenyataan bahawa hutan di Malaysia diurus dengan mampan.

Sebagai pegawai eksekutif MTCC beliau hanya boleh mengeluarkan kenyataan dalam konteks bidang tugas badan tersebut sahaja.

Kedua, kenyataan beliau bahawa Malaysia di kedudukan ke-17 negara yang mempunyai kepelbagaian hayat adalah meragukan dan saya tidak pasti daripada sumber manakah beliau perolehi dalam mengeluarkan kenyataan sedemikian.

Sedangkan sebelum ini ada kenyataan bahawa Malaysia di kedudukan ke-10 dan kemudian di kedudukan ke-12 negara yang mempunyai kepelbagaian hayat.

Contoh hutan simpan kekal yang tidak diurus dengan baik dan dibiarkan menjadi hutan miskin

Sekiranya benar Malaysia di kedudukan ke-17 negara yang mempunyai kepelbagaian hayat, menunjukkan bahawa kedudukan kepelbagaian hayat telah menurun daripada kedudukan sebelum ini disebabkan kelemahan pengurusan hutan dan sumber semulajadi di Malaysia. Ini memang diakui berdasarkan situasi, dapatan dan perangkaan sumber hutan dan sumber semulajadi dari semasa ke semasa.

Ketiga, beliau hanya menyatakan dalam konteks ‘sustainable forest management’ (SFM) tetapi menggambarkan seolah-olah keseluruhan sumber hutan di Malaysia diurus secara mampan.

Akhir sekali, beliau menyatakan bahawa 54 peratus tanah di negara ini dilitupi oleh hutan termasuk tanah yang berstatus Hutan Simpanan Kekal (HSK).

Tetapi beliau tidak menyatakan secara terperinci dan jujur bahawa pada hakikatnya bukan keseluruhan kawasan HSK dilitupi oleh hutan.

Sebagai mana yang kita ketahui terdapat juga lain-lain guna tanah di kawasan yang berstatus HSK terutama ladang monokultur (ladang hutan), perlombongan, pengkuarian, pertanian, akuakultur, infrastruktur dan sebagainya.

Adalah tidak keterlaluan dan ada juga kebenarannya dakwaan negara-negara Barat yang mengatakan Malaysia memusnahkan banyak kawasan hutan untuk penanaman kelapa sawit.

Secara umumnya, berdasarkan realiti di lapangan, pengekalan litupan hutan di Malaysia adalah begitu membimbangkan.
