Merujuk kepada dakwaan penyelewengan Kerajaan Negeri Perak berkaitan pelantikan syarikat konsesi bagi kerja-kerja penyelenggaraan jalan-jalan pihak berkuasa tempatan (PBT), kerajaan negeri menegaskan bahawa tuduhan tersebut adalah tidak benar sama sekali.

Pelantikan tersebut dibuat oleh pihak berkuasa negeri melalui Majlis Mesyuarat Kerajaan Negeri Bil. 1970 bertarikh 19 Jun 2019 dan telah bersetuju melantik Syarikat Puncak Emas Infra Sdn Bhd sebagai syarikat konsesi bagi Kerja-kerja Penyelenggaraan Jalan-jalan Pihak Berkuasa Tempatan (PBT) di Negeri Perak Darul Ridzuan mulai 1 Ogos 2019.

Mengikut rekod, syarikat yang dilantik adalah bertaraf Bumiputera yang memiliki lesen CIDB Gred G7 dan mempunyai modal berbayar sebanyak RM 1,000,000.00.

Selain itu, syarikat ini juga berdaftar dengan Kementerian Kewangan serta mempunyai kemahiran dalam bidang Kejuruteraan Awam, Binaan dan Kelengkapan Kemudahan Awam.

Pelantikan syarikat ini juga dinilai dari segi pengalaman mereka melaksanakan projek penyelenggaraan jalan-jalan negeri di Johor selain mempunyai tenaga kerja yang mahir untuk memastikan kerja-kerja penyelenggaraan mengikut garis panduan yang ditetapkan oleh MARRIS.

Seperti mana perlantikan syarikat-syarikat konsesi penyelenggaraan jalan raya di bawah seliaan pihak Jabatan Kerja Raya (JKR), kerja-kerja penyelenggaraan jalan-jalan Pihak Berkuasa Tempatan (PBT) ini juga tidak ditender kerana konsesi jalan bukan suatu perkara baharu. Formula jadual kadar harga JKR telah pun ada sebagai panduan dan rujukan. Harga kontrak yang ditetapkan turut mengambil kira semua faktor tersebut dengan pengubahsuaian mengikut keperluan.

Sebagai langkah semak dan imbang (check and balance), Setiausaha Bahagian Kerajaan Tempatan dilantik sebagai Pegawai Penguasa (PP) bagi Kerja-kerja Penyelenggaraan Jalan-jalan Pihak Berkuasa Tempatan (PBT) ini. Seterusnya Wakil Pegawai Penguasa (Wakil PP) dan Pegawai Tapak Bina (PTB) turut dilantik di setiap PBT supaya proses pemantauan kerja-kerja penyelenggaraan jalan-jalan PBT tersebut dapat dilaksanakan dengan berkesan.

Bagi pelaksanaan kerja-kerja di tapak, syarikat konsesi bertindak sebagai pengurus dan hanya melantik kontraktor serta pembekal tempatan yang berdaftar dengan CIDB.

Kerajaan Negeri turut dimaklumkan, sehingga kini, syarikat telah melantik sebanyak 150 kontraktor tempatan di PBT yang berkaitan untuk melaksanakan pelbagai kerja-kerja penyelenggaraan jalan-jalan PBT mengikut skop kerja yang telah ditetapkan.
